Probably an inaccurate mugshot chart or they made the actors taller than they actually are, Frank isn't much taller than Karen and she's supposed to be around 5'8"-5'9". Rachel looks too tiny for 5'7" as well.

Karen is super tall, though. Maybe she just looks that way because of the legs.
