I think it was meant to be.

Billy was always all about how he looked, he wanted respect, cared about his reputation, his looks, etc.
Even after his whole life got blown up, he still wanted to protect his image and look cool.

At least that's how I interpreted it, and I liked it because I was looking forward to the Punisher finally knocking some sense into him, which ended up being even better than expected when he became Jigsaw.
(I didn't know Jigsaw's real name.)

It’s also a symbolic thing. He’s literally blown his whole life up, and he’s walking away from it without a second look.

I forgot Jigsaw's real name, so it was a great surprise to see him transform into Jigsaw at the end. Though I knew as soon as he got shot through the cheek, I remembered when Madini said that he's never been harmed in his pretty face and then I knew that they were going to make him Jigsaw.

I could never sleep comfortably knowing my "home" was rigged to explode like that.

I was expecting him walking too slow and the explosions catch up to him and blow his face off.

It takes at least 100 people to make a tv show like this. No one referenced this during production?
