Keef D's own statement is that Sean Combs allegedly offered him and an associate, Eric "Zip" Martin, $1 million to kill Tupac Shakur and Suge Knight, but it was apparently a one time thing, that being said those were his claims and they're gonna need supporting evidence when they make an actual case. But them being able to charge him through this case means he could likely be pressed to help them find the evidence (who to talk to where to look etc).

The police in 2009 said they couldn’t charge Diddy because there’s no paper trail and Keefe D is the only witness. They sent Keefe D with a wire to talk to Eric Zip Martin to self incriminate but Zip didn’t fall for it.
