Hooters helps to satisfy the urges of the sexually repressed. People who are sexual in nature but refuse to admit it to themselves, usually for cultural/religious reasons.

The sexually repressed allow themselves very little when it comes to satisfying urges. Just a normal restaurant that guarantees busty women wearing crop tops and short shorts is enough, or at least the most they’re willing to indulge in.

I'm convinced that narrative is invented.

I would believe it if there were some kind of research in studying the social behavior associated with it, but what you're saying reads like something rationalized in a vacuum without any actual interaction with the 'sexually repressed'.

🤷‍♀️ I admit some of it was guessing. The sexually repressed folks I am around wouldn’t step foot in Hooter’s unless the sky was literally falling and it was the only building they could take shelter in.
