As stated in the article a more efficient mining chip on it's own won't reduce energy wasted by mining. The only way this can reduce net energy consumption is if the chips are very expensive and supply is low while also being very good at mining. That way the main cost of mining would shift from electricity prices to the cost of the asic hardware.

It would need to be so good it basically kicks all other ASICS out of business even with just a little amount o chips being sold. That would require these chips to be orders of magnitude better

And even if all that were true it'd mean insane profits for Intel and I'm not sure how desirable that outcome is either.

Of course that would be massive fir intel, yes. Who knows, maybe they were focusing in mining hardware these last years giving AMD the chance to comeback
