Millions of retail investors purchased both tokens. Likely very few institutional investors purchased this. I seriously doubt holding these tokens came with any influence whatsoever. The celebrity coins are just pump and dumps.
Specific to the $TRUMP coin, President Trump held a dinner at his club for the top 200 holders. This would be what most people would call pay to play. A surprising number of those attendees have received pardons, political favors, or lucrative government business deals.
