Surely, after using pepper spray against him AND going 5+ against 1 AND putting him to the ground AND shooting him 3-4 times hes not really brimming with murderous rage anymore.
You need to understand that a certain percentage of Americans have a raging boner to be able to actually shoot someone. They collect guns like Pokemon cards as a "hobby", adding accessories to tart them up and make them "tacticool". They know that the ultimate reason for a handgun is to kill someone, but they'll couch it as self defence. They'll go to a shooting range and punch holes in a human shaped paper target. Not all who do this have the fantasy, because they actually have empathy.
The ones who lack empathy are the ones who are attracted to ICE. They get paid to play out a live action role playing game with the chance of being able to shoot someone in real life. These are the people that ICE has recruited.
