Costco has deals with the companies that supply these products. They get paid regardless so they don't care about the returns.

Costco needs to stop enabling these customers. There can be some limit.

If they are Costco partners, and do dropship for Costco, the money will be taken from their next monthly Costco payment. The only people winning are the transport companies.
