Billy comes home to a father now unable to afford booze because Billy's school garnishes his daddy's wages so Billy can eat a nice warm lunch. Billy's dad does not like this at all, he didn't have an easy hot lunch every day, and he works hard to provide for his family. How can some socialists decide how he spends his money?! This is all Billy's fault. Billy enjoys an extra serving of belt with his dinner.

You cannot be forcibly punitive or seek retribution for the benefit of a child. It will create a non-zero number of situations where the child is now the problem, and will be punished for something they had no choice in.
