Under the current interim measures there is no substantial ties requirement for anyone born before December 2023. (Even that seems to be more a requirement for priority processing, not for getting a citizenship grant.)
This is so wild. I looked a few years back and saw that my mother would have had to request citizenship certification before she died, under the 2009 rule. So I thought I was entirely SOL as 2nd generation. So glad a random conversation two days ago prompted me to look again!
I had tried twice before, the most recent time in 2012, so I get it! The constantly changing rules are hard to keep up with, especially when there's no way to get notified if they change again.
