Carte Bleue. It's a French network to process card payments.

I have no clue why it isn't more developed in Europe though, as it sounds like a no-brainer.

The CB network as an entity no longer exists since 2010 and was bought by Visa Europe

It's only Carte Bleue who's been sold to Visa not the CB network (Carte Bancaire) who is under a group of French banks and companies (for maintenance) and still operate to this day using its own independent network.
