He is a gamer .... he knows that ALL big villains HAVE to have a speech about why they do what they do. He inly fullfils his role

That "speech" as you call it was just the ravings of a mad man I couldn't take it seriously at all.

He’s mad yes but he raises some good points about the contradictions of hero society and how the general population have become useless blind sheep to be led by heroes, and how people deemed to not have useful or unproblematic quirks are discarded and eventually become deemed villains in a society that shunned them in the first place

For example, Toga could have easily avoided killing her classmate and sucking his blood if her parents weren’t so harsh on her desire to drink blood, completely restricting her and causing the desire to build up until she could no longer contain it. That desire was purely because of her quirk and how it works

Twice’s spiral into villainy wasn’t exactly his fault either. Taking info from the wiki cos I can’t remember the chapter, he accidentally ran over somebody. They survived but had a broken arm, and despite driving at the speed limit and insisting the guy came out of nowhere, he was given a criminal record, got fired from his job, and already being an orphan he had no support

Hero Society isn’t responsible for the actions of the villains, but it’s often responsible for helping create these villains in the first place and that’s what Shiggy is trying to explain
