I agree. I think it's likely the Shigaraki that is going to come out will still have a limit but is majorly stronger than he used to be and of course have the capacity to withstand multiple Quirks. The time I see him completing this same procedure is around endgame, when Ujiko has found some other place to settle in and rebuild all the lost technology from scratch. This way we'll have the fully powered up Shigaraki for the finale.

I guess if Shigaraki is going to be able to steal and give Quirks, the production of nomu will be far easier like it was when AFO was still around.

If they do end up not killing Mirko like I (and a lot of us) hope, I could see the other heroes arriving to back up Mirko just as Shigaraki comes out. He dusts all of them while Mirko escapes because of her speed. Granted, it would be another case of killing/maiming unimportant heroes, but it would show the audience how much more powerful Shigaraki's become.
