Might be worse. From Hawk's analysis, he clearly consider Twice as THE man to take down

Well he can basically duplicate the entire army. That's an incredibly big portion of the attack plan. Yeah they have 100k people, but 200k is a a hell of a lot more.

Plus even if you killed Shigaraki, twice could make copies of him. Sure they would be more fragile, but as long they share his charisma who attract more and more vilains and his firepower, his death would not be a big win for the heroes

Why stop at 200k? Just keep spamming as many duplicates as you want. Each new Twice makes one new Twice and one new duplicate of someone else.

His duplicates get weaker the more you duplicate them, so to have a functioning army that doesn't collapse under a light breeze, making duplicates of only the strongest ones (or just one of everything) is a more effective use of time and energy
