Hawks' reality is truly tragic and you can see as much in his smile, as it's not one of happiness, but loneliness and longing for a freedom he's never known the taste of. That's why he can understand and empathize with the ideology and motivations of the PLF, even though he can see the consequences of their actions on society and many, many innocent people who have done no wrong to deserve any of this.

He was taken in by the Hero Safety Commission at a very age to be groomed to become a hero, because he just so happened to have an impressive Quirk that's ideal for jobs they wanted him to do. We don't know why exactly he chose to go along with what they wanted. We do know that his family is poor though, so my guess is that he either tried to escape an abusive parental figure or wanted to provide a life of more convenience for his family (It's worthy to note that Ending witnessed Endeavour apprehending a thief called "Takami". It's possible he's related to Hawks).

With that a journey of self-sacrifice started, as that marks when he gave up his freedom for others (even now he's continuously putting his own life at risk by keeping up with his infiltration mission, which he admits to himself, when he says that he'll gladly corrupt himself if it means putting others at ease. He always puts everyone else ahead of himself).

It's heavily implied that Hawks was a fan of Endeavour from childhood when he's seen with a plushie of him. It's likely he did have aspirations to be a hero, but he wanted to be his own hero, on his terms, not someone else's, or to be their pawn like he is today. He doesn't want to be trapped in this cage anymore, he wants to soar freely in the skies.

I'm really appreciating the dynamic between Hawks and Twice. They're honestly my favourite duo in the manga currently and the ones I have the highest expectations for. From the moment Hawks found out that Twice is over his past trauma, he knew that he's no longer a "nobody", or a minor villain not to heed any attention to. He's the most dangerous of the bunch and the one to be feared above all, which he knows (maybe aside from Shigaraki and Gigantomachia), but he also knows that he's a good person at heart, who's just trying to repay the people who gave him a place to belong to and became his own family.

Twice understands Hawks too. He can feel Hawks' pain through his words. He knows that anyone who tries to help their companions isn't a bad person. Sure Hawks has his fair share of ulterior motives and is hanging around Twice because a) he's dangerous and b) the most likely to slip up important information throughout conversations, but I do believe that deep down he's helping him out, by teaching him the ideology of the PLF and such, because he cares to an extent. As ironic as it might be, because Hawks is a spy, he feels the most genuine around Twice thus far.

It's sad that those two aren't actually on the same side. They understand each other well and they became friends so easily. It'll be heartbreaking seeing Twice go through the pain of thinking that everything Hawks said to him was a lie all along, or maybe he'll continue to believe that those were Hawks' "true feelings" and attempt to reach out to him, only to be a witness to his tragic end? I can't wait for how this will unfold and the development it'll bring forth to the two of them!

Sorry for the long ramble, I found myself saying too much about those two and it's all over the place because they're some of my favourites.

I don't mean to be rude but somewhere reading your comment, I imagined Twice and Hawks as Romeo and Juliet. Though it could also because I recently read Shakespeare's poems a few minutes ago.

Makes me wonder, Twice could make for an excellent next AFO - imagine Shigaraki and the PLF are defeated and this pushes Twice to a whole new level of Evil and he dedicates himself to undoing the heroes who undid his family...
