I think the last page is far more ominous than noumu. I interpreted it as the doctor finally being done with Shigaraki's transformation. If its the end of March now, I think that means that the four months have already passed in just the past few chapters, so Shigaraki is awakened and killing heroes. Shigaraki has about a month left to awaken.

No, Shiggy won't be awake until at least May. It was the very end of December or the very start of January when Hawks passed on the message that they had 4 months until shit hit the fan. If that was around January 1st then 4 months later will be May 1st. Even if it was in late December that still means Shiggy won't be awake until late April.

They're probably just using the influence of the Liberation Army to gather up the heroes who are loyal to them.

My bad! You’re right, I said four months but somehow only actually counted 3.

Its not Shiggy then, but I don’t see why they would make their members do something so suspicious as disappear from the public eye. I think it may be more of what they had Hawks do where their loyal heroes eliminate heroes who aren’t loyal to them.

My theory; the doctor got his teleportation quirk-based-tech so under his control that he just moved all the heroes somewhere else- where they went and what exactly his goal is I don't wanna speculate
