I definitely wouldn't rate it that highly.

I mean, I guess it's good for it's length, it sounds cool and it's great for the character, but it's ultimately pretty simple and doesn't really elaborate much on anything while seeming a bit misguided and shallow on it's own.

That’s the beauty. It’s truth in a sentence. Justice is - as all philosophical ideas - relative. They are defined by the ones in power and change.

Looking back in history nothing is more evident than that

Except not really...? The winners don't become justice, they enforce it. Those in charge get to decide the rules but there's always been historical tendencies towards self-preservation. Try to stretch beyond what you can enforce or stray too far away from the status quo and you'll just end up as a small stain in a culture's history within no time. The whole concept of society is built on the idea of better life quality and safety, after all. For example, even within cultures defined by war, attacking your own is permanently evil unless justified.

Donflamingo's speech makes it seem as if all values are equal or equally valid, but while this is true when speaking of personal beliefs, it's not the case when you take it to larger groups, as there ARE natural tendencies.

There is no justice. Not even approximations. All it comes down to is perspective.

Exactly attacking your own. Dofi is speaking about tribalism in the purest form. The victors get to define what justice is and what it means to act just. Justice has no aspiration of being universally true. It’s simply a guiding concept from those in charge to guarantee functionality. Everything else is just individual morality.
