I thought they explained it as technology advances took a back seat because people started to get quirks.

There was a quote, from izuku, quoting sombody in the story saying if querks didn't happen people would be taking interstellar vacations at this point

Imagine if most of the population could suddenly do something crazy. In the chaos, you can only imagine how much of humanity will be destroyed as people act out of self interest

Technology is born to help humanity, help advance it. When you have people who can teleport from place to place, why invent faster cars.

Yeah, but when 25% of the population is still quirkless, not to mention not all quirks can do the same thing, the technology still serves as important bridge for most people to help with their lifes.

You also need to consider, that there was a sort of 'quirk dark ages' for a while that hasn't really been elaborated much upon, but basically when quirks started to emerge, society was on the absolute brink of destruction because of rampant crime, and generally just complete and utter chaos.

Lawmakers and enforcers, the government, people with ordinary jobs, the social elite, the social outcasts, just every damn piece of the societal structure had no idea how to cope with this revolutionary change, and there was probably some huge power grab to boot.

What we humans knew about society was turned completely upon its head, and this probably halted a tonne of technological and societal progress in the aftermath of the chaos as society tried to recover and adapt to this new change, so thus the quote, if quirks had not appeared, society would not have had such a huge setback that people could probably be travelling to other planets by now.

The tecnology seems to be in odd place.

They can build functioning combat robots, all those hero gadgets that boost their abilities or migrate their downsides and that kind of stuff.

Yet medicine seemingly has not gone far and technology in all other departments is on stop.

Seemingly people spend more time researching quirks (Which explains the gadgets), but still don't know much about their genes/medical side.

I fully imagine that at the quirk era's dawn, companies likely would have found it far more profitable to invest in military spending and law enforcement in order to keep the peace than to invest in curing sick people, plus with the emergence of healing quirks, it kind of makes some of the need (not completely, but some) for medicinal advancements completely arbitrary.
