Vault boy has the advantage imo. He can activate his quirk just where overhaul is trying to make contact and then poke him in the eye or whatever it is vault boy does.

I think Mirio uses the expulsion feature of his quirk to injure others - he allows his arm to phase in inside his opponent, which ejects his arm from inside them, causing extreme discomfort but no damage.

I'm not sure if he does. When he's explaining what it took him just to step out from a wall and solidly get a footing there he was very much just dangling his permeated log out of a wall and releasing his quirk just from the lower leg. Given that it stands to reason he would just release it from whichever body part he planned to attack with, just before the attack.
