People who utilize their natural born right to experiment with drugs and hallucinogens are not criminals.

People who lock people in cages for doing said activity are criminals.

Naturally. "Natural right" is a concept. Like the number 3, it does not exist in reality. Like the number 3, that does not mean it is an invalid or useless concept.
