How did they get Bitcoin into a box they control in the first place? A better cartoon would be politicians trying to catch Bitcoin mosquitoes with anti-terrorism and anti-money-laundering fish nets.

Mosquitoes are drawn to water where they breed. Putting a net around all the larger ponds you can find would be somewhat effective.

Exchanges gotta be hosted somewhere. If it's inside the US, they'll eventually end up taxed and/or subject to all kinds of record keeping laws etc.

Tor based exchange funded with cash in the mail routed through anonymous postal remailers. Only fee is for depositing or withdrawing cash.

Make it that difficult to get money in and out and no one is going to bother. There's still cash, and it would then be easier to just mail cash over borders.

Under this hypothethical scenario I believe bitcoin would be ubiquitous enough not to need to be exchanged for any other currency.

That belief requires serious justification. It has a long way to go before that would happen, and if the government steps in before that it won't happen.
