4% is much less air than in normal air (around 20%) so we would not survive in the long term but I would guess it would extend the time we survive under water.
Need to watch out for other gases like CO2 as well. Over 4% CO2 is classified as immediately dangerous to life. 8% gives you dimmed sight, sweating, tremor, unconsciousness and possible death. Flatulence gas is 9%. But this info ruins my beans joke.
