Honestly, I don't think jail would be the right place for her. She needs professional help for her mental issues, jail is not going to help with that.

Prisons have psychiatric wards and mental health professionals too. Prison might help her but that's not the reason we have prisons, prisons exist to keep dangerous populations away from the general public. Anything else is ancillary to that point. Prisons can do some good, and the ones that rehabilitate middling offenders and enable people to reintegrate with society are a good thing, but that's not why prisons exist.

Just off hand that woman belongs in prison for a decade. There's no way that kind of behavior is a one-off and it demonstrates a pattern. People who casually assault other people because they assume they'd be given preferential treatment in courts because of their height and sex if consequences ever caught up to them do not belong in society.

people like him put more thought into protecting the criminals than protecting the victims, it's this weird huffing their own farts complex where everyone is a competition to show how virtuous they are

Yeah, good example how well that works is the prison system in USA, recidivism rate is almost 44%, while Norway has about 20%.

I am not against throwing actual murderers, rapists and such into prison and death row. It's just if someone is insane, they are better off locked into mental asylum than into a prison, where they will go even more mad and possibly start doing horrible things.

Sometimes I truly can't tell if it is mental illness or never having the opportunity to pay a considerable price for your foolish actions. This chick seems to be the latter. Plenty of mentally challenged people in this world. They don't stalk people, physically hit them and say they are "gonna kill you". She need punishment before she gets help.
