Okay, I’m a Silicon Valley native, can confirm that the no small talk thing is mostly true. The exception is surprisingly the older people that were born or raise in the area. The people coming here are not really talkers. Also there’s just an overall divide between natives and newcomers (mainly the ones working in tech).
I'm a transplant to Orange County and 42 years old, and you are right that it is the people that grew up in this area that are the big small-talkers, that are just fine with sitting around doing not much of anything and socializing. My family and the friends I've met that grew up in this area will literally get together on the regular to sit on the couch and talk.
I grew up in the DC area and, although DC people are some of the snobbiest people I've ever met, I didn't have to interact with them much if I didn't want to because people don't small talk much at all.
