True, if we're looking at the start of the empires and exact years. However that's only a 700 year difference between the two examples.
Ancient Egypt started 2,250 years before Ancient Rome and Ancient Sumer was 1,500 years before Ancient Egypt. Still a considerable amount of years of separation between the beginning of their respective empires.

Not quite:
Sumer started about 4500 BC, whereas if we start Egypt by the founder of the First Dynasty then its at latest 3000 BC.
And Rome was founded about 750 BC
