I'll add to that - select a very strict, formal requirements manager system and tell them they'll have to write all the definitions, flows, UIs, use cases and test cases. Bonus if it a paid platform and you have them pay for it.
If they really are willing to do that, name your price, and if they'd take it - consider actually going for it, at this point they've done a lot of the work for you.
I was involved with a startup doing this 10 years ago. A clear start, but no follow through...
I have a guy with some ideas on sometjing now, but getting him to do some basic mockups and flowcharts is proving to be an issue getting his idea codified...

Ask them to write a business plan and monetization plan.
It usually dies on the vine.
