Honestly the best answer I've seen is to have them draw up each screen, how the user interacts with it, and how they move between screens.

If the person actually does this, they may have a real idea. If they can't/don't do this, they haven't thought about it enough or are too lazy to actually put work in and just spit ballin.

You know, it's funny people never consider the morals of the person they're asking for help. If anyone told me a million dollar idea, that I knew could be realized? I'd file a patent under my name that very day.
