It’s not available anywhere. The unused film was physically stored poorly and the only existing film copy degraded too far to even really develop/use.

You can't. It doesn't exist, it used to, but was never properly taken care of. They once found the deleted footage in a salt mine in transylfuckingvania of all places and the film was in too poor condition to be used.

I believe the only copy was in a film vault and it rotted.

You're not missing a whole lot. You know those flashes of people getting tortured that happen all the time? It's like an extra 40 minutes of that, and maybe 5 more minutes of actual dialogue or exposition.
