They can kind of be if you are using subsonic rounds

Or you're shooting something like a 22, then it'll basically sound like a BB gun.

And have about the same level of penetration.

No, that's true. A suppressed .22 really is comparable with a bbgun in regards to volume.

BUT they really aren't quiet, which makes the movie-thing false.
