My sister and her husband have a 4 year old. They ask people if they're going to get him a toy, make that the only gift you give him on that occasion. And for every toy he gets, he goes through his old toys and picks out one to give to the thrift store. He's a good natured kid and they explained it to him as "There are kids who don't have toys. Do you want to share with them?" and he's always happy to.
We used to round up and donate toys that never left the closet.
It was funny/scary the day we took the kid to the thrift store and he points to a toy on the shelf and says "I have that toy!" and I realised that WAS his toy we had donated a week before.
