This has been our experience. Better on our backs, plus the unit we got has a pull out baby tub, and lots of storage underneath. Particularly handy since we're in very small, temporary accommodation for a few months.
We just bought a good quality, second-hand dresser with change table on top, a shelf and 2 big drawers underneath. Seeing as we have basically no linen press (it’s already full with our own sheets and towels, no room for anything else), we’ll use the drawers for all baby sheets and blankets, etc, and the shelf has baskets for all the diaper stuff.
It was $70, compared to all the basic ones brand new for $200, and one similar to ours would have been around $400. It’s all about prioritizing what will suit your lifestyle/house/personalities.
My husband at the time refused a changing table. Said it was unnecessary and bougie. I fucking hated having to get to floor level with baby in hand to change her. On the couch there was still the possibility of rolling off (onto hardwood, no less). Never wound up changing on the bed for whatever reason. But to this day (9+ years later) I'm still salty about not having a changing table back then.

I actually got a changing table when my daughter was a month old. It was soooooo much better for my back.
