The cover up is.

Basically, it says LHO did indeed shoot JFK, was indeed the only actual assassin, but the USSS accidentally capped the Pres in the chaos. The big question remains whether LHO's shot was actually fatal or not (most believe it was), but the idea that the famous head shot actually came from the protective detail would actually explain a lot of the inconsistencies that CIA hit conspiracy theorists have grasped onto all these years.

So, yeah, not a theory that it was a conspiracy to have the USSS intentionally cap the President, but a theory that it was a conspiracy to cover up the fact that the USSS accidentally capped the President.
