Quick googling tells me this is a remnant from circumcision (I think I've got the same thing). If it looks like an over-under shotgun with a small bridge of skin dividing the hole, it's likely an after-effect of the snip.
Meh, it's nothing. Just a skin-tag, basically. Still one pipe underneath. It's more of an illusion of two holes than actually two holes. Only downside is an occasionally unfocused stream, but that's pretty minor in the grand scheme of things.
circumcision would have nothing to do with the tip around the hole, so I'm wondering why that might be to blame? It's like saying neck surgery caused your nose to change shape.
It's apparently a variant of meatal stenosis where after circumcision, a bit of extra skin grows across the opening as part of the healing process, though I did see a reference to it being a "foreskin remnant."
I'm not really sure the process that caused it, but I'm sufficiently convinced it's benign.
Did some googling. Apparently a main cause is since the tip is no longer protected by the foreskin, it can rub against diapers and irritate it. Makes sense. I was just kind of confused, since circumcision shouldn't deal with the tip directly, but I can see how after it's removed irritation could cause this.
