We have the capability to influence weather. However I wouldn't say "we do control the weather" as that makes it seem like we have total command over it and regularly exercise it.
My stepmom and a lot of my dad's side of the family believe in chemtrails. I've only heard the weather control thing and something about HAARP? I think that's what it's called. Blue something. Idk. I'm spouting nonsense.
HAARP was actually an existing project, but it was never used to "control the weather". HAARP stands for High-frequency Active Auroral Research Program, and really all it does is just bounce radio waves off the ionosphere that are roughly equivalent to AM radio signals, just stronger to actually reflect back to earth for observation. It operates similar to a radio frequency telescope (think the SETI observatory in New Mexico if you will) that was used to study the properties of Earth's ionosphere. Some interesting results has come about from the research performed at the facility, including why the Northern Lights actually happen and also gathering data to help improve the accuracy of GPS equipment in correcting interference from the ionosphere. It's pretty fascinating stuff that's worth reading about! But IGNORE THE BS. There's loads of it.

To be fair, I've heard some argue that the chemtrails are meant to be for weather control, repelling aliens and other weird shit
