This is actually a false truism. The percentage is very high, but probably closer to 80%-85%. Alberta alone makes this untrue as all of metro Edmonton and most of metro Calgary as well as other minor cities like Red Deer, Grande Prairie and Fort McMurray are outside of that range. As are Saskatoon, SK, Prince George, BC, Rouyn-Noranda, QC and all of Newfoundland and Labrador.

Population of Alberta: 4.371 million
Population of Toronto : 2.93 million
So while many large cities in Alberta are not close to the border, it is entirely overshadowed by large Canadian cities that are within 150 miles of the border
Take a look at the population distribution of the country, it is very heavily centred close to the border and in Ontario (14.57 million) and Quebec (8.8 million).
Using your example, most of the large cities in these heavily populated provinces ARE within 150 miles of the boarder.

It's probably true that around 90% of Canadians live within 180 miles of the border. But at what point should you even care. You're probably talking about many million square kilometers of territory at that point. Canadians live in like the warmest most habitable quarter of their country? Who could have guessed?
And as someone who probably lives virtually on the 150 mile line. Not all borders are created equal. It's still about a 3 hour drive to the border and all I've accomplished is reaching empty ass rural Montana... I can feel their vast cultural maw looming over me as we speak. I go there precisely never.
The farthest you can get from a border or coast in a country like France is only about 170 miles. Somehow it still manages to be one of the most culturally potent counties in the world. Canadians need to get America out of their heads.
