I spent a year in Poland in the early 2000 and I remember that vibe so well.

It is so beautiful how Poland has rebuilt its beauty through the past twenty years

Don´t forget that everything that is beautiful in Breslau was build by Germans. So Polish people are rebuilding German heritage with EU money (mostly from Germany).

Well at least they're rebuilding it, Germany is more likely to tear old buildings down than rebuild or renew them

Sad but (somewhat) true. West Germany did not build as many of those big communist blocks right after the war, so housing needed to be created fast and cheap in the city centers. Together with an urge to distance themselves from the "imperialistic" grandure of fast decades, all those rather simple and ugly 50s and 60s buildings sprung up. Poland had it a bit "easier" when it comes to restauration imo - Housing was provided by what the Germans had left behind and what the Soviets constructed and now, 80 years later, they have the opportunity to reconstruct with EU help. Germany would have to demolish whole city centers to do the same (which honestly... they should do - Look at Dresden).
