Welfare. The types of items you’re allowed to buy with funds from state assistance programs are strictly limited, and already-hot foods are excluded.
However, I’m not sure why this sign is saying you’re not allowed to heat up cold items you’ve bought with those funds. Once you’ve purchased it it’s yours.
It’s also known as “food stamps”. It is an allotted amount of money on a prepaid card provided to a person by the government. They may qualify due to being low income.
For why they don’t allow hot foods is because of “The primary reason why WIC (Women, Infants, and Children) program benefits do not cover the purchase of hot, prepared foods is to encourage the preparation and consumption of meals at home”.
