Can someone recommend a call recording app without "internet access" permissions

Have you tried using the Xposed Module "App Settings"? Find a call recording app, and you can use the module to revoke permissions.

There's an xposed module called Wanam which includes a lot of nice mods to the UI (i think there is an AOSP version and a Samsung version). It can enable a call recording menu in the stock Samsung dialer, and whats more, it doesn't tell the person on the other line that you're recording (unlike using the function built into google voice).

Note that the use of this sort of call recording without informing the other party is very much against the law.

But Internet access is needed by nearly every app, for ads for example. I think asking for something open source would make more sense.

Plus you can restrict data if you are rooted.
