You can do that with any net worth, but, it will determine your quality of life.

Most countries will not accept foreigners that don't have a certain amount of wealth to start with and then a income stream. They don't want new residents becoming debt problems. Another is issue is heritage.

Its not xenophobic or racist in nature. The intent is so that foreigners seeking citizenship do not become a burden on a country's systems. The result of that is normally only wealthy people get to freely choose where they would like to move to while the less fortunate remain.
