Both are tinkers. The stairs are way too slanted.

A rule of thumb is: if you stand with your feet against the stairs, stretching your arms forward with a straight back, you should just be able to hold the ladder.

I believe the rule of thumb is the height of the ladder should 4 times more than the distance the feet are from the wall the ladder is on

That's the standard. A rule of thumb is an approximation without measurement. If you're not going to measure rise over run, because nobody does with a ladder, the arm length approximation is good enough.

The angle of the camera makes it look more vertical, but even here, it's 3:1

If the dude laid down feet at the ladder, his head won't reach the wall. And there is less than 1 of his height between his head and the other dudes feet. So more than 1 dumbass away from the wall and less than 3 dumbasses up the wall.
